Sevastopol residents will be able to participate in shaping investment attractiveness of the city. Support measures and legislative initiatives in the field of investment activity were discussed at a meeting of the Public Council under the Department of Priority Projects for the Development of the city of Sevastopol.
The analysis of the mechanisms for supporting investors in Sevastopol was presented by the co-chairman of the Public Council Yuliya Smirnova.
"Climatic conditions, residency in the FEA are important advantages of doing business in Sevastopol of all the cities. Our task is to create the most comfortable environment, to make it client-oriented, not to impose something on the investors, but rather to listen to them" she said.
Within the framework of the meeting, a discussion was held of further innovations in the field of legislation. Initiatives in the field of development of investment activity were presented by representatives of the Department of Priority Projects for the Development of the city of Sevastopol.
So, an important mechanism will be the adoption of the Law of the city of Sevastopol "On the establishment of criteria for objects of socio-cultural and communal-household purposes, large-scale investment projects for placement (implementation) of which it is allowed to provide municipal land plot of the city of Sevastopol, without bidding". The document will become an integral mechanism for implementation of Strategy-2030 and attracting investments.
The framework in the field of investment activity will be formed by the Law of the city of Sevastopol "On mechanisms for protecting investors' rights and measures of state support for investment activities". The document will allow to fix the forms and measures of regional support of investment activities and the principles of its provision, to confirm the status of advisory bodies in the field of improving the investment climate and to establish the status of a special organization for working with investors.
"Developing the laws is an important step of the Sevastopol Government in increasing the investment attractiveness of the region. Both projects will create a basis for making a number of decisions on the way to a comfortable business environment. Since the main role in this is played by the business community, we believe that it is necessary to involve residents of Sevastopol, representatives of business entities and entrepreneurs in developing such laws" said Anna Konkova, Deputy Director of the Department of Priority Projects for the Development of the city of Sevastopol.
Discussion of the laws caused a debate, in the course of which members of the council made a number of proposals. Thus, commenting on the draft law "On the criteria," Yulia Smirnova proposed to link the amount of investment to a hectare area of a land plot, thus making it specific, rather than general. And the co-chairman of the Public Council Alexander Kolmagorov proposed to clarify a number of wordings in the law "On protection of investors' rights".
In general, the draft laws have received the support of those present. It’s worth noting that as instructed by of the Director of the Department of Priority Projects for the Development of the city of Sevastopol, Nikolay Brusnikin, the presentation of laws will not be limited to the Public Council. In the end of October, the drafts will be submitted to the Sevastopol business community, and thereafter, taking into account the comments, they will be reviwed by the Sevastopol Government and the Legislative Assembly of the city.
